The handoff

The weather warns the institution a storm is coming. The handoff is what keeps the knowledge from walking out with the person. When someone moves on, their memory goes with them, sealed and theirs. But they can choose to hand a successor the part that usually evaporates: how the job actually works, and the judgment behind the calls. The person authors it, reviews it, and decides what goes in. Personal memory stays personal. The institution keeps continuity because it was handed over, not because anyone was watched. This is the layer that answers the retiring advisor and the fading new hire. Like the weather station, it is in design, scoped with the first cohort that hosts it.
The trust architecture

It has to be structural, because stripping names off the data after the fact does not work. 87% of Americans can be re-identified from nothing but ZIP code, birth date, and sex (Sweeney, 2000), and researchers unmasked people in an "anonymous" Netflix dataset from as few as eight movie ratings (2008). So Cortex Engine never gathers the individual into the aggregate to begin with. The guarantee is k-anonymity written into the schema, not a promise you are asked to trust.
